Wow, this is amazing as usual! I love how you're able to create a really soft-looking work, but can still create definition and detail.
The hair is lovely. I think it would make sense if it were a bit more blended together (not in a blurry sort of way, but in a more dynamic hair sort of way), but it fits with the show and it still looks great.
Her face lacks detail, but the expression is good and the eyes are beautiful. It's very cute, which is what you were going for.
The cloth dynamics on the sweater look fantastic (especially on the hood and around her waist), and I think the shading on it is some of the best I've seen. It's soft, and it all makes sense. It's maybe not "realistic" but it's very believable. Nice detail on the zipper too.
One thing that stood out to me as odd was her left leg. I'm not an expert on poses/anatomy, but something seems off about the way her curves are. Perhaps it's the perspective (and not being able to see the rest of her legs) that's throwing me off, though.
This seems to fit Dashie moderately well. The hoodie seems like one she'd wear, and her body is slim and athletic (without being overly muscular), and yet still feminine and attractive. I'm not sure how someone would get to see her this way, but I'm sure Dash could be cute like this if she wanted to (i.e., when I think of Rainbow Dash, I don't think of this expression and scene, but I could see it happening as well).
Overall, I'd give it four out of five stars.

The wrinkles and folds in the fabric are done superbly. Couple minor issues with Dashie herself, though: 1) her right eye (viewer's left) has its outer corner raised at an awkward-looking angle, and 2) she's supposed to be a highly dedicated athlete, yet here she's depicted with no muscle tone at all.
